The Commissioner (Chairman) heads the TSC, bearing ultimate responsibility for governance, statutory compliance, and strategic direction under the Teaching Service Act 1988. Chief liaison to the Minister for Education.

Leads teacher workforce planning — supply, demand, and deployment
Oversees the Corporate Plan, Annual Work Plan, and strategic reports
Manages research, data collection, and workforce trend reporting
Liaises with DoE, DPM, and development partners on education reform
