Key Priority Areas

The Corporate Plan outlines specific Key Priority Areas with output indicators for each year, designed to help TSC effectively carry out its core functions across the plan period.

Parliamentary Referral Committee

The Plan serves as a roadmap to implement the Twelve (12) Recommendations of the Parliamentary Referral Committee on Education, addressing overall improvement of services delivered to teachers.

The plan acknowledges the critical roles of DHERST and the National Department of Education in collaborating with TSC on shared functions and responsibilities.

Decentralisation & Expansion

TSC is restructuring and expanding to districts to improve service delivery, aligning with the government's personnel distribution ratio of 10 : 20 : 70 across national, provincial, and district levels.

The TSC intends to reclaim shared functions related to teaching and teachers under the Teaching Service Act review, and to delegate those functions and powers to the provinces through a well-designed decentralisation process — ultimately enhancing service delivery for teachers across Papua New Guinea.

This plan represents TSC's firm commitment to transforming teacher welfare management, improving institutional capacity, and ensuring every teacher in Papua New Guinea receives the professional support they deserve.
