All individuals seeking employment as teachers must complete the official Application for Registration and Employment. This applies to graduates of recognised Teachers Colleges, the University of Goroka, and accredited PNG or overseas universities. Applicants must lodge required forms, undergo a medical examination, and meet all TSC requirements.
Registration is mandatory for all teachers. Upon graduation and submission of required documents, teachers receive Provisional Registration for one year. Full Registration is granted after satisfactory inspection during the first year of service.
Teachers with Provisional Registration are eligible for provisional admission to the Teaching Service. Full membership is granted after one year of satisfactory service and successful inspection.
Under TSC Determination No. 4 of 2021, teachers who resign or break continuity of service from 1 January 2022 under Section 122 cannot be readmitted. Those deemed resigned under Section 24 or retired on medical grounds may only re-enter if below retirement age and meeting entry requirements.
Teacher employment status is either substantive (tenure) or non-substantive (acting). Substantive status provides a permanent base salary level; acting appointments are temporary and do not confer substantive status.
Substantive status is obtained by successfully applying for and occupying an advertised tenure position. It determines base salary level and is retained unless affected by promotion, demotion, resignation, or disciplinary action.
Acting appointments are temporary and do not confer substantive status. They normally last a maximum of one school year. Teachers in acting roles may receive the salary applicable to that acting position.
The Teaching Service Commission oversees transparent and structured processes for the selection and appointment of teachers under the Teaching Service Act 1988.
Teachers must hold a valid Declaration of Eligibility to apply for promotional positions. Eligibility is based on satisfactory inspection and remains valid for three years.
The Vacancy Gazette is published annually and lists available positions for the following school year. Teachers may apply for up to nine positions using the prescribed TSC forms.
Tenure appointments provide three-year job security and may be extended in two-year increments based on satisfactory performance.
Teachers may lodge appeals against appointments published in the Confirmation Gazette within two weeks, using the prescribed appeal form.
The Resumption of Duty Summary Sheet ensures teachers are retained on the payroll at the start of each school year. Strict timelines and verification processes apply to prevent salary disruptions.
Any change to a teacher's position requires a completed Teacher Record of Appointment form (EDB023), signed by the teacher, Head Teacher, Appointment Officer, and Provincial Education Adviser.
