What is Re-Admission?
Re-admission is the formal process by which a former teacher of the Teaching Service who has separated from service — whether through resignation, medical discharge, redundancy, or other approved separation — applies to be reinstated as a serving teacher. Re-admission is not automatic. It is a discretionary decision made by the Teaching Service Commission (TSC) and is governed by the Teaching Service Act 1988, the TSC Human Resource Manual, and all applicable General Orders. A former teacher seeking re-admission has no entitlement to reinstatement and must meet all eligibility and documentary requirements before the Commission will consider the application.

Initiation
Former Teacher Submits a Formal Application
The applicant writes a formal letter addressed to the Commissioner (Chairman), Teaching Service Commission, clearly stating the request for re-admission and providing a brief account of the reason for the previous separation. The letter must be accompanied by a full set of supporting documents. Applications submitted informally or without complete documentation will not be accepted for processing.

Screening
Initial Screening by the Operations Wing
The Commissioner for Operations receives and reviews the application for completeness. The Operations Wing conducts an internal records search to verify the applicant's previous service history, nature of separation, any outstanding disciplinary matters, and whether the applicant was dismissed or separated under adverse circumstances. Applications involving prior dismissal for serious misconduct or criminal conviction are immediately returned as ineligible.
Timeframe: approximately 5–10 working days

Endorsement
Provincial Education Adviser Recommendation
The application is referred to the Provincial Education Adviser (PEA) of the province where the applicant wishes to be posted. The PEA assesses the local need for teachers in the relevant subject area or grade level and provides a written recommendation. This endorsement confirms there is an identified vacancy for the applicant. No re-admission will be processed without a confirmed provincial vacancy and PEA endorsement.

Assessment
TSC Policy Wing Review & Recommendation
The Commissioner for Policy reviews the full application file against the TSC Corporate Plan, current teacher workforce data, and national education priorities. The Policy Wing assesses whether re-admitting the applicant serves the strategic interests of the teaching service, including subject-area need and regional distribution of teachers. A recommendation is then prepared for presentation to the full Commission.

Decision
Commission Deliberation and Determination
The full Teaching Service Commission considers the application at a scheduled Commission sitting. Commissioners evaluate all documentation, recommendations from the Operations and Policy Wings, the PEA endorsement, and any other relevant considerations. The Commission may approve, defer pending further information, or decline the application. The determination is final and is recorded in the official Commission minutes.

Formalisation
Gazettal, Appointment Letter & Reporting
Upon approval, the Chairman signs the official appointment instrument. The re-admitted teacher's name is published in the National Gazette confirming reappointment to the Teaching Service. An official appointment letter is issued specifying the position, school, grade level, and commencement date. The teacher must report to the designated school and sign on within the timeframe stated in the appointment letter, failing which the appointment lapses.

Incomplete applications will not be processed. All documents must be either originals or certified copies. Applications missing any required document will be returned to the applicant. The TSC accepts no responsibility for documents lost in transit. It is strongly advised to hand-deliver or register all submissions.

Teachers separated due to medical grounds who have since recovered
Teachers made redundant through restructuring or school closure
Teachers who took approved career breaks or study leave and failed to return within the approved period
Teachers with previously expired limited appointments
Not Eligible
Teachers dismissed for serious misconduct or abuse of a student
Teachers convicted of a criminal offence involving moral turpitude
Teachers who defrauded the government or misappropriated school funds
Teachers dismissed under the Teaching Service Act for persistent absence without leave

Previous years of service are not automatically recognised for leave entitlements, seniority ranking, or superannuation upon re-admission.

The Commission may, at its sole discretion, recognise prior service for the purpose of salary classification only, and only where the separation was voluntary and in good standing.

A re-admitted teacher starts a new service record for all leave, long service leave, and retirement calculation purposes from the new gazettal date.

Superannuation contributions will be made from the date of re-admission; no backdating of superannuation is permitted.

Probationary Period
1
All re-admitted teachers are subject to a 12-month probationary period from the date of reappointment, regardless of prior service.

During probation, the teacher is assessed by the school principal against the TSC Performance Standards for Teaching.

A satisfactory probation assessment results in confirmation of appointment. An unsatisfactory assessment may result in extension of probation or termination.

The probation report must be submitted to the TSC Operations Wing by the school principal no later than 30 days before the probation end date.

A teacher whose application for re-admission is declined will be notified in writing, with reasons provided where appropriate.

There is no automatic right of appeal against a TSC decision to decline re-admission. Re-admission is a discretionary function of the Commission.

An applicant may submit a fresh application after 12 months if circumstances have changed or new supporting evidence is available.

Where a declined teacher believes the decision was made on procedural grounds or error, a written request for review may be submitted to the Commission Secretary within 28 days of notification.

Important Notice to Applicants
The Teaching Service Commission does not accept payments, gifts, or facilitation fees in connection with any re-admission application. Any attempt to influence a TSC officer or Commissioner in relation to a re-admission application is a serious criminal offence under the Organic Law on the Duties and Responsibilities of Leadership and the Criminal Code. If you are aware of or have experienced any such conduct, report it immediately to the Ombudsman Commission of Papua New Guinea. All applications are assessed solely on merit, documented eligibility, and the interests of the teaching service.
