Teacher Entitlements
Teaching Service Commission · Papua New Guinea
Teachers are entitled to salary, leave, allowances, and separation benefits under the Teaching Service Act 1988 and General Orders. All entitlements are subject to eligibility criteria and applicable policy frameworks.
Salary is based on classification level, qualifications, and years of service. Paid fortnightly via government payroll. Acting appointments attract the higher acting salary. Banking details must be kept current at all times.
Increments are awarded upon satisfactory performance inspection — they are not automatic. The TSC may defer or withhold increments based on performance records. Teachers should monitor their salary progression regularly.
Allowances include Remote Area, District, Acting, and Head Teacher allowances. Additional allowances may apply for curriculum coordination and extracurricular leadership roles, subject to TSC approval.
Government housing may be provided where available at the school. Where unavailable, a housing allowance applies. Teachers must maintain housing in good condition and vacate upon separation from the Teaching Service.
Entitlements include annual, sick, maternity, paternity, special, study, furlough, and leave without pay. All leave requires prior approval using the TSC Application for Leave form except in genuine emergencies.
A long-service benefit earned after completing the qualifying period of continuous service. Full or pro-rata entitlement is processed at separation — retirement, resignation, or retrenchment. Apply well in advance.
Payable upon retirement or retrenchment, calculated on years of service and final salary. Pro-rata gratuity may apply for early resignation. Processed by the Provincial Division and approved by the TSC.
Both teacher and employer contribute throughout service. Full access upon retirement at eligible age. Early separation may restrict access — seek independent financial advice. Regularly review superannuation statements.
Teachers may access government health facilities and workers compensation for work-related illness or injury. Remote postings may attract medical evacuation assistance. The TSC holds a duty of care for teacher wellbeing.
Teachers are entitled to TSC-approved in-service training, workshops, curriculum programmes, and higher education study. Study leave provisions apply. Teachers must apply learning to practice and report on funded activities.
Approved official travel attracts transport, accommodation, and meal allowances. Inter-provincial appointments may include relocation assistance. On separation, repatriation travel to the home province may be available.

Know Your Entitlements
All entitlements are subject to the eligibility criteria and conditions prescribed under the Teaching Service Act 1988 and General Orders. Teachers are strongly advised to keep records of their service history, leave taken, and salary progression. If you believe an entitlement has not been correctly calculated or paid, raise the matter promptly with your Provincial Division of Education or contact the Teaching Service Commission directly. Do not sign any separation documentation until you are satisfied that all entitlement calculations are correct.
