Non-citizen teachers may be employed to fill critical shortages where no suitable PNG citizen is available. All appointments are temporary, conditional, and governed by the Teaching Service Act 1988 and the Migration Act.
Employment of non-citizens is approved only where genuine critical shortages exist and no suitable PNG citizen is available. Evidence of a proper prior recruitment process advertising the position is required before any application is considered.
A valid work permit under the Migration Act and an appropriate PNG entry visa are mandatory before commencing duties. Working without a valid permit risks immediate termination, deportation, and prosecution under PNG law.
Overseas teaching qualifications must be assessed for equivalency by the TSC. Certified transcripts and home-country registration evidence are required. Partially equivalent qualifications may require bridging study before recognition is granted.
Non-citizen teachers must obtain TSC registration before commencing work. Provisional Registration applies for one year with a formal inspection. Registration lapses automatically if the work permit expires or is cancelled.
Non-citizen teachers are employed on fixed-term contracts of up to two years — not permanent or substantive appointments. Renewal depends on continued need, satisfactory performance, and no suitable PNG citizen being available.
Paid at the equivalent classification salary scale as PNG citizen teachers. May include housing, remote area allowances, and bilateral package benefits. Income tax and superannuation deductions apply. Entitlements are limited to the contract period.
Non-citizen teachers are subject to the same Code of Conduct as PNG citizen teachers. They must respect local customs and values. Breaches may result in contract termination, registration cancellation, and referral to immigration authorities.
Non-citizen teachers carry the same child protection obligations as PNG citizen teachers. Any abuse or exploitation of students results in immediate contract termination, registration cancellation, and referral for deportation. Zero tolerance applies.
PNG has over 800 languages and immense cultural diversity. Non-citizen teachers must approach their posting with humility and genuine cultural respect. Imposing foreign values on students or communities may constitute professional misconduct.
On contract expiry, non-citizen teachers must complete handover, return all school property, and depart PNG in accordance with visa conditions. Final entitlements are processed after all separation requirements are fulfilled.
Contract renewal requires proof that the critical shortage still exists and no suitable PNG citizen is available. Applications must be submitted at least three months before expiry. Renewal does not create a permanent appointment.
