Overview of Admissions

Admission is the formal process of accepting a qualified, registered teacher into the PNG Teaching Service. It is separate from registration — both are required before a teacher may take up a substantive government school position.

Eligibility for Admission

Applicants must hold an approved teaching qualification, be eligible for Provisional Registration, be a PNG citizen or hold a valid work permit, pass a medical examination, and be of good character with no disqualifying criminal record.

Provisional Registration

Granted upon graduation and document submission. Valid for one year. During this period, a formal teaching inspection is conducted. Teachers must demonstrate high standards of practice and professionalism throughout.

Full Registration and Full Membership

Granted after one year of satisfactory service and a successful formal inspection. Full Registration is permanent unless suspended or cancelled. It unlocks full employment rights, salary entitlements, and career advancement opportunities.

Admission of Overseas Qualified Teachers

Overseas qualifications are assessed for equivalency by the TSC. All standard requirements still apply. Non-citizen teachers may be admitted only where critical shortages exist and no suitable PNG citizen is available.

Re-Admission to the Teaching Service

Former teachers may apply for re-admission through a formal TSC process. Eligibility depends on the nature of the prior separation. Section 122 resignees from 1 January 2022 onwards are permanently ineligible.

Medical Examination Requirement

All applicants must undergo a medical examination using the TSC-prescribed form. The certificate must confirm fitness for teaching duties and be issued within three months of the application date. The TSC may also require re-examination during service.

Character and Police Clearance

A current police clearance from the RPNGC is mandatory. Criminal history involving offences against children, sexual offences, or violent conduct may result in rejection. False declarations will disqualify an applicant from admission.

Teachers must comply with the Code of Conduct, complete Provisional Registration satisfactorily, accept their assigned posting, maintain qualifications, and notify the TSC of any change affecting eligibility. Breach may result in disciplinary action.

The TSC may refuse admission where eligibility requirements are not met, a criminal record raises safety concerns, or false information was provided. Refused applicants are notified in writing and may have the right to appeal or reapply.

Attach all required documents — ensure every item is current, certified, and complete. Submit your full application package to your Provincial Division of Education for verification. Incomplete applications will not be processed. Once verified, your application will be forwarded to the Teaching Service Commission for a formal admission decision.
