Former teachers may apply for re-admission through a formal TSC process. Eligibility depends on the nature of the prior separation. Section 122 resignees from 1 January 2022 onwards are permanently ineligible.
Re-admission is the formal process by which a former teacher of the Teaching Service who has separated from service applies to be reinstated as a serving teacher. Re-admission is not automatic — it is a discretionary decision of the TSC governed by the Teaching Service Act 1988, TSC Determination No. 4 of 2021, and the TSC Human Resource Manual. A former teacher has no entitlement to reinstatement and must meet all eligibility and documentary requirements.
Eligibility for Re-Admission

Teachers deemed to have resigned under Section 24 of the Teaching Service Act (extended absence without approved leave) who meet current entry requirements and are below the compulsory retirement age of 60
Teachers retired on medical grounds who can demonstrate recovery via a fresh medical examination confirming fitness for service
Teachers who resigned voluntarily and left in good standing, subject to vacancy and TSC discretion
Teachers made redundant through restructuring or school closure
Dismissed teachers whose conviction has been overturned on appeal or officially pardoned, and only where the original dismissal did not involve a sentence of imprisonment of two years or more

Teachers dismissed for serious misconduct, abuse of a student, or offences involving moral turpitude

The Re-Admission Process

Submit a Formal Application to the TSC Chairman
A formal letter addressed to the Commissioner (Chairman), Teaching Service Commission, stating the request for re-admission and briefly explaining the reason for the prior separation. Must be accompanied by a full set of supporting documents. Applications lodged at TSC Head Office, Port Moresby, or any Regional TSC Office.

Initial Screening by the Operations Wing
The Commissioner for Operations conducts an internal records search to verify the applicant's previous service history, nature of separation, any outstanding disciplinary matters, and whether the applicant was dismissed under adverse circumstances. Applications involving prior dismissal for serious misconduct are immediately returned as ineligible. Timeframe: approximately 5–10 working days.

Provincial Education Adviser Endorsement
The application is referred to the Provincial Education Adviser (PEA) of the intended province. The PEA confirms there is an identified vacancy for the applicant's subject area and grade level and provides a written recommendation. No re-admission will be processed without a confirmed provincial vacancy and PEA endorsement.

Policy Wing Review
The Commissioner for Policy reviews the full application against the TSC Corporate Plan, current teacher workforce data, and national education priorities. A recommendation is prepared for presentation to the full Commission.

Commission Determination
The full Teaching Service Commission considers the application at a scheduled Commission sitting. The Commission may approve, defer pending further information, or decline the application. The determination is final. There is no automatic right of appeal against a decision to decline re-admission.

Gazettal, Appointment Letter and Probation
Upon approval, the Chairman signs the appointment instrument and the reappointment is published in the National Gazette. An official appointment letter is issued. All re-admitted teachers are subject to a 12-month probationary period from the date of reappointment regardless of prior service. The teacher must report to the designated school within the timeframe stated, failing which the appointment lapses.

Previous years of service are not automatically recognised for leave, seniority, or superannuation. The re-admitted teacher commences a fresh service record from the date of gazettal. Any gratuity or entitlement payout received on separation is not recoverable on re-admission.
Section 122 Permanent Bar: Teachers who formally resigned under Section 122 of the Teaching Service Act on or after 1 January 2022 are not eligible for re-admission under any circumstances. This is a permanent and irrevocable consequence of resignation under that provision. No exceptions will be considered by the Commission.
