Who We Are
The Teaching Service Commission is the statutory employer of all teachers in PNG's government school system, exercising authority under the Teaching Service Act 1988 across all 22 provinces.
Our Mandate
Derived from the Teaching Service Act 1988 — the TSC registers, appoints, deploys, and manages all government school teachers in PNG, guided by fairness, natural justice, and the best interests of students.
The Commissioners
Three Commissioners — Chairman, Commissioner for Policy, and Commissioner for Operations — serve as the TSC's final decision makers on all significant teacher cases and policy matters.
Regional Advisors
Four Regional Advisors — covering NGI, Momase, Highlands, and Southern regions — advise provincial authorities and teachers on TSC matters and visit schools to support appeals and investigations.
Industrial and General Section
Manages teacher conditions of service — salaries, allowances, leave, resignation, and retirement — and leads TSC's industrial engagement with the Papua New Guinea Teachers Association.
Appointments Section
Handles teacher admission, re-admission, position creation, appointment gazettals, tenure rights, acting appointment appeals, and verification of proper selection processes across all 22 provinces.
Legal Section
Manages all legal and legislative matters — including TSC Act amendments, legal proceedings against or involving teachers, and defending the Commission at National, Supreme, and District Courts.
Information Management Section
Collects, processes, and disseminates TSC data to DoE, provincial divisions, and government departments. Maintains teacher registration records, appointment data, and official service histories.
Administration Section
Runs the day-to-day operations of the Commission — managing logistics, communications, facilities, secretarial services, and serving as the first point of contact for teachers and the public.
Government and Partner Relationships
The TSC works with the National Education Board, Provincial Education Boards, PNGTA, Department of Personnel Management, Ombudsman Commission, DoE, church agencies, and legal authorities.
The Teaching Council
Established under Section 18 of the Teaching Service Act 1988 — the Teaching Council provides an open consultative forum where all members may raise and discuss matters relating to the Teaching Service.
