Non Teaching Qualification (NTQ)

An NTQ is any academic or professional qualification not obtained through a recognised teacher education programme. It includes degrees and diplomas in fields such as science, arts, commerce, and health that do not independently confer teacher registration.
NTQs include university degrees, diplomas, and professional credentials in fields outside teacher education — such as science, commerce, law, and health — that do not include pedagogical training, professional practice, or curriculum knowledge as core components.
An NTQ alone does not qualify a person for teacher registration. Formal teacher education remains mandatory regardless of the level or prestige of the NTQ held. No exceptions are granted by the Teaching Service Commission.
An NTQ may be considered alongside a teaching qualification when determining salary classification. Where directly relevant to teaching duties, it may support a higher classification level — but this is at the TSC's discretion and is not automatic.
An NTQ directly relevant to a role may support a promotion application. However, it does not substitute for a formal teaching qualification for positions where one is required. Teachers must have their NTQ documented and assessed by the TSC before applying.
NTQ holders may upgrade through approved bridging or conversion programmes at the University of Goroka or accredited Teachers Colleges. Employed teachers may apply for study leave to complete an upgrade programme and secure full teaching registration.
Teachers must submit a formal NTQ assessment application to the TSC with certified transcripts, institution accreditation evidence, and a personal statement on relevance. The TSC assesses in consultation with DoE and the PNG Qualifications Authority.
Teaching on the basis of an NTQ without proper registration is non-compliant with the Teaching Service Act. Affected teachers must engage with the TSC immediately. The Commission may provide a bridging pathway but reserves the right to terminate unregistered employment.
Technical and vocational teachers with relevant trade qualifications or certificates of competency may have their NTQs given significant weight when combined with an approved technical teacher training programme. A flexible and practical approach applies in this sector.
Postgraduate NTQs such as a Master's or Doctorate in a relevant field may be assessed for salary classification and career advancement. Recognition is not automatic — a formal application with evidence of relevance to teaching duties is required.
Overseas NTQs must first be assessed by the PNG Qualifications Authority for equivalency before the TSC can consider them. Qualifications from unaccredited institutions will not be recognised. Allow several months for the full assessment process.
Holding an NTQ does not reduce a teacher's obligations under the Code of Conduct. All teachers are equally bound by TSC professional standards. Advanced NTQ holders are expected to model exemplary conduct and contribute to improved educational outcomes.
